There is one at Heathrow, above Terminal 4, if you can't find one at Gatwick. It gives you a panoramic view of all of the runways. I remember my mum taking me there as a kid, i've just checked and it's still there.

There is an observation terrace at Gatwick but its now unfortunately closed due to 'terrorism'. I think everyone must view planes from within the terminal, and then only if you are a passenger. Its another of these knee-jerk reactions I'm afraid.
