How exactly does he propose collecting these fines and would it even be worth all the fuss for a tenner.

What about when the doctor/nurse cancels an appointment, will we get £10?
As I understand it, it's not a revenue stream but a way to stop people not turning up for appointments. Even a charge of 5p affected how many people used carrier bags. As for how to collect, same as parking fines maybe? Or direct to ones tax code.

I agree, sounds like a hopeless idea.
I was supposed to have a phone medical appointment last week but it never happened. After I spent an hour chasing it up, it turned out they didn't have my phone number.

Two hopeless people aiming to attract votes from those they regard as 'plebs' who don't realise what the country's real problems are. It's not the poor who are holding the country back by fiddling taxes; it's the rich.

Not much small print at the moment, but I very much doubt you will ever have somewhere to send it to that they will pay it I'm afraid.
It costs the NHS over £200 million a year in missed apps. I have no idea how it could be collected though.

Unless a parking fine is paid voluntarily, it costs a considerable amount to collect sixty quid. Certainly much more than a tenner.

That assumes that one pays tax.

In the last year I have had two appointments made for me by my GP surgery. I didn't ask for them; I didn't want them. They were for preventative checks for which the practice is paid handsomely and which they prioritise over appointments for people who are ill. Since my surgery in virtually impossible to contact and securing an appointment when one is ill is similar to winning the lottery, I had no intention of trying to cancel them. Under this policy, presumably I'd be charged a score.
Well, they manage it in France. We never missed an appointment but I gathered that if someone did, they would be notified (I think it was 15 euros). If they didn't pay up then the next time they wanted an appointment it was not forthcoming until they did pay.
I would hope that some rationale would be acceptable, like blocked roads, sudden illness etc..

How much would it cost to administer the missed appointment scheme?

A warning is to be given so that probably means someone having to arrange for a letter to be sent. Will it include the chance to explain the failure so that the warning might be revoked and given for a subsequent failure?

Who decides if there is, "good reason" shown for the failure? Is there an appeals process?

Each step of the process of asking for and receiving reasons for the failure takes time and resources and that is before the process of recovering the £10 penalty.

I doubt that a £10 penalty will cover the cost of issuing it let alone cover the cost of failures where good reason has been shown.

People with the money don’t wait in line when they have medical issues, they go private, get seen next day and generally don’t miss the appointment because they’ll pay for it whether they turn up or not.
DNAs are preventable and a waste of resources and cost lots of money.
But I don’t think it is a burning issue and not an election winner.
Fining people is a very dim solution. But Sunak is a money person not a great thinker or solver.

They collect more than the original fine if it has to be collected.

shows 9.6 million missed appointments cost the English NHS during the period from April 2020 to February 2021.

That works out to be an average of £30 for each missed appointment.

If it costs more than the proposed £10 per missed appointment to investigate the reasons, notify the decision, attempt to recover the £10 and deal with any reconsideration/appeal, that will add to the costs, not reduce it.

Having worked in the NHS I know that people not turning up for appointments is a real problem. I don’t know how they would collect the ‘fine’ though.
