What does it mean exactly if someone says that someone 'needs  bomb up their ***'?

Is it an insult, does it mean the person thinks said person need more enthusiasm?

It could mean said person was lazy and they need a spur to get them moving, energise them.

Insult. They need a good kicking - think of just about any teenager

where do you get these? They are all wrong! The phrase is "Rocket up their ****" - It means they need a rowlocking of encouragement. Like the hair dryer treatment in football for example.
