on a PC, what buttons do you press to change text from BLOCK CAPITALS into lower case?

if caps lock is on holding shift produces a lower case character
There isn't one. You have to delete (or backspace) what you've written and type it again.

If it's dozens of lines of text needing converting then you need a software solution (batch file, spreadsheet or some such).
If you have a block of text you wish to change you can use this very useful link

Before typing them, the Caps Lock key.

After typing them, it depends on what text editor or word processor you are typing them into. Some may not have such an option.

Always worth having one that does though, so one can copy & pasting text into and out from them as needed.
I've always though there should be a setting to allow this to be switched as it is quite irritating!
Pressing the Aa key in word will change it.

In Word you can select text, hold Shift and keep pressing F3 to alter case
On the home page of word, below mailings on the top line there is Aa button, this can be used to change text.

I'm using word 2010 if that makes a difference..
WinXP, Word 2002... Highlight text. Click on 'Format'. Select 'Change Case'. Select option.
What Heathfield says also goes for Open Office!
