Is this possible?

Looking into a family death and I noticed that there was no will or probate. 
Does probate only happen if it's contested?

If the deceased was worth less than £30,000, i.e. didn't own property or assets to such an amount the probate isn't needed, most banks will release money up to that amount without problems, mum in law was worth less than 10k but had a will so that was easy. Dad had a house and business interests, with a will, that took forever because of Covid.

If all the assets were jointly owned there is no need for probate
