Donald Trump is one of the most photographed people in the US. What or who decides for this one to be called, 'official' ?

The official portrait is in the OP, Khandro. My links were not duplicating that, but showing you that there is such a thing as an official portrait, which you seemed to question at 08:11. Do you still think it's hokum?

Further, "official" portraits might be released in future but as it stands, that IS his official Presidential portrait. 

Trump is talking nonsense, as are you. The official portraits of the presidents of the United States are all full length portraits in oil, without exception. This is a mug shot photo which he likes because he thinks it flatters him, but is not the official portrait for posterity.

you're out of date khandro. photographs are also used as official portraits and have been for years. decades even.
