How Long Till I Can Have Second Opp

I went to have a cataract opp a month ago expecting that they would give me a date for the second eye to be done, but was told that government guide lines state that now you have to wait till the opptition thinks it fit? I just cant see the point to this as I have had the opp but still can't see properly, still get double vision, and have to cover my right eye so that I can read with my left, how is this saving anything? when my sister had it done fifteen years ago the second eye was done two weeks after the first, even though not as bad as the first. is this common now.
