I think if you get substandard service, you shd say it is substandard IF you want it raised
(if you DON'T complain they should go out of business faster because they have no clue what they are doing wrong)

It may be abusive (though I doubt a court would see sending mail to somebody in itself abusive). However, it cannot be "stalking" for one very simple reason: stalking is covered by the laws against harassment and harassment must involve a "course of conduct" - i.e. conduct that occurred on more than one occasion. Sending one item is not a course of conduct.
