16a I = one + final letters of replayed quarter-final tie

16a One=I, and ends(end letters) of replayed quarter-final tie.
Sorry Rollo...Didn't see you!
22a Bound by Hollow (remove boundary) ollo
tr. is a common way of abbreviating tradition
and I can only assume the PE is some kind of protocol
Thats my best guess at how the answer is made.
PE - Portable Executable - File format protocol in Windows.

Thanks all. What a complicated clue and no wonder an old gal couldn't get it!
Sorry to disagree, but 22a is surely:

TROL (hollow TRaditional protocOL) LOPE (bound)
