The clue is : `A rise I propounded in memo ` and the answer is 8 letters and starts with an 'O'

I believe it could be oriental because of the rise but do not understand where the memo woiuld fit.

Can anyone enlighten me or am I barking up the wrong tree?

You are barking up the wrong tree. Remember that the preamble states that the definitions in seven clues contain a one-letter misprint, and also that the preamble means that you cannot count on the solution's starting with an O.
