Because you need money to set them up, keep them going, and enough to pay people to tend them, and maybe neighbours who turn a blind eye, or are involved in some way.

It is clear that there has not been a rise in Canabis farms, but a rise in their detection.
The police helicopted is fitted with heat detecting equipment, and the Cannabis Farms, usually being grown in attics, stand out easily.

It is unlikely to be linked to organised crime. Cannabis is very widely used (I am guessing since it was declassified). The growing the stuff in the attic is of a similar ilk as 'Home Brew'. Mostly for their own consumption, but a nice little earner for individuals rather than organised crime.
