If someone moved out of a certain NHS area, ie london to leicestershire, could you continue to use the hospital for treatment in the original NHS area ??

Yes, but you will have to accept this may cause problems in an emergency as they will not have all the info on your condition locally. You will also have to make arrangements for travelling to and from.
