i only caught it briefly on the telly a minute ago but it's definitely Liz Fraser (of the Cocteau Twins) and I think you'll find it was used at the beginning of the Al Pacino/Russ Crowe movie The Insider. Bit weird when you think about it. If you like her voice the Cocteaus albums Victorialand or Treasure are a good bet.
