I think it could be Robin Bowerman (a voiceover artist). (Harry Hill has stopped doing them now).
He did the Virgin radio Green flag adverts back in 2008 so whether he was re-hired I don't honestly know but if you listen to the 'narration' section of the website link below, it does sound just like the advert, although he does do various accents.
