Sounds very much like its come from Ocean Beach by Black Mighty Orchestra.

Yes, it's the latest advert - link in my question takes you straight to it, but if the chap you know definitely was part of it, I'd be well pleased if he could find out what the music is.

Ocean Beach has a remix of Lujon (Henry Mancini) which is very similar, but not the right one. Ah well, I keep looking :)
