If you know the New amount (call it N) and want to know what an original amount was, take the reduction off 100 and call that answer, A. Divide N by A and muliply by 100.
In your example, N= 4.7 A=100-15= 85
the original amount is (N/A) x 100
or (4.7/85) x 100 = 5.29
