It was especially commisioned by the BBC (it avoids the royalty payouts every time it's played) and composed by one Peter Lawler. It is not (and unlikely ever to be) available commercially.
It is most likely specially commissioned for bbc. It might have been composed by David Lowe (he did the new bbc news music etc). he does release his more popular compositions on cd. check out his website: http://www.davidlowemusic.com/
