if I ring someone on their mobile and they are abroad at the time, we are both on different networks and on contracts, will we both be charged for the call?

sorry I thought I was in How It Works which is where I wanted to post this
You won't be charged at anything other than your standard rate, as it will be possible to phone them without using an international dialling code. The receiver of the call will pay a fair amoun to receive their calls, depending upon whether they have arranged discounted roaming with their service provider.
F'rinstance, if the person you're calling is with Orange standard (PAYG or Contract) and is anywhere in Europe, the will pay �1.20 per minute for the privilege of listening to you.
