ceral and cartoon charachters

For a while laading cereal brands lost there monkeys, honey mosnters, snaps crackles and pops from the branding of the products.
Was this due to the law stating that brands could not use cartoons to appeal to children for Junk Food?
hence the brands in question HAD to rpove they where healthy? (before using charachters again)
