If it is 'Louie, Louie' from 1964, then it was the Kingsmen, an American group. Guinness Book of British Hit Singles.
think the song you mean louie louie was originally by the Kingsmen in the early 60s. its been covered many many times by various bands and subject of huge controversy as the Kingsmen's recording of it was invistigated for obscenity by the FBI. don't think anyone every deciphered what they actually sang but the original lyrics are by Richard Berry and don't contain anything particularly racy just a song by a lovesick sailor to his girl at home in Jamaica. It's one of the most covered songs in the history of modern music.
The garage-defining 'Louie Louie' was recorded The Kingsmen in 1963. As a result of muffled vocals, bad mixing, and general hangovers, the words are uniltelligible, but for some reason, word got out that the lyrics were obscene, and the record was banned from most radio stations. In fact, the lyrics arfe perfectly innocent, a sailor's lament to a barman, Louie, about his girl across the sea. An 'adult' lyric surfaced later, but that was as a result of the ban, not the other way round. the Kingsmen never had another hit, but the grugy lo-fi noise they made led to the genre known as 'garage rock' an inspiration to this day.
