its like a car logbook, you get paperwork to send to the registry to change owners. If the pet is picked up as a stray and scanned then the rescue or dog pound contact the registry who contact the registered owner. If the owner doesn't reply within (IIRC) 30 days then the animal is registered to the rescue who can transfer the registration to a new owner.
there is an amazing difference in vets charges - around here (Truro) a bog standard vets visit charge = £45. Recently, I went with a friend of mine to a vet in Cobham, Surrey, base charge £27....... are we in the SW being ripped off, a bit like water charges, as we have, apparently, the highest in the UK for that?
