Excellent idea.
I get so angry at the number of vicious dogs allowed to run around parks, whilst the owners sit on the bench having a fag, oblivious to the small children running around.
I once politely asked a woman to put her staffy on a lead, as it was bounding around outside a play area and clearly frightening some of the small children. She told me to *** off. Which was nice.

The owner should be charged with assault if their dog attacks .if they are restricted breed what are they doing out with lead or no lead .

I was in agreement until I read this

Any dog of with these physical attributes could be a potential threat, not just a few breeds, if this is the route they take then I think it should be stepped up to mean all dogs over a certain size and not be breed specific.

Yes, that bit puzzled me too.
I see Ireland have the right idea:

"In the Republic of Ireland, the Control of Dogs Regulations 1998 imposes a series of legal requirements on owners of ten breeds (strains and cross-breeds) of dog.

The ten breeds are: American pit bull terrier: English bull terrier; Staffordshire bull terrier; bull mastiff; Doberman pinscher; German shepherd (Alsatian); Rhodesian ridgeback; Rottweiler; Japanese akita; Japanese tosa; and bandog."

The trouble with legislation regarding dog ownership is, the people that would abide by the rules are not the ones that are a problem in the first place, the ones that will flout them will continue to do so.

No Baldric, not a dog owner any longer (used to ne many years ago).

I take the point that only responsible owners would put their dog on the list, hence my suggestion of a visible solution that would get round this.

I do not own a dog and I do get fed up with owners that let their animals loose in public places to deposit muck and frighten both kids and adults. Yes that may be a few but one dog biting a child is one too many.

Personally I think they'd do better to tackle the problem of status attack dogs in the home. I thought the worst of dog attacks took place in people's homes/gardens.
