Training my puppy to do her buisness outside??

HELP!!!! I need help in training my puppy to pee and poo outside.....how do i do it??
She is 15 weeks old and she has peed outside only 3 times but she wont do anything else. She is paper trained and will only go inside the house. i take her out 2 - 3 times a day. i take her for about 40 mins around the park and then later on 15 mins around the block. she doesnt seen to enjoy going out...she always wants to be picked up but i dont let her be picked up. Help?!

I also took her out with my older dog so she could see that he pee's & poo's outside but she still wouldn't. So when training her I just put her out every half hour or so and often only let her in when she had done her business - she soon got the hang it. Good luck.
Paper training is a waste of time, you have to train twice, once to go on then papr, then to go outside. You need to take her out in the garden for a wee after every stimulation, eg wake up, go wee, breakfast, go wee, playtime, go wee, sleep, go wee! You need to stay out there until she's done something then lots of praise when she goes! Its perseverance that gets it but once you've done it a couple of days, she'll realise she has to go outside!
My dog took ages to lear to do his business outside. We have taught him to do it on command. We say "QUICK QUICKS" He soon learnt after a while and after lots of treats and praise. The pet shop also advised us on a plastic mat thing that has a special scent on it and it attracks the dog to do his or her stuff there. You soon take it closer and closer to the door and then outside. Don't let them do it inside a lot or otherwise they'll think that is where they do it. As soon as they do it outside give her lots of treats and praise too. She will soon learn. Just remember to be paitent.
