weak back legs

My friend has a litter of young puppies, one looks like it is having problems with its back legs. I have heard of the term "swimmers" in dogs, but the chest and front legs are working properly. Is there a chance that with age it will improve, there are no signs of pain or displaced joints. Any help out there?
