You may have to change the paper several times per day,as it will never dry out. I would stick with litter....I also use the wood based as a little goes a long way.
worked in an animal welfare centre for many years - we used shredded paper very successfully then incinerated it. The trick is to change the whole litter tray very regularly - at least twice daily - don't make the 'shreds' too wide and go easy on the disinfectent without compromising hygene. Normal disposable gloves and a suitable pet friendly wash is fine when handling things. - obviously don't let the kids dig in the litter tray!!!! It also depends on what kitty has been used to but having had a million kitties through the doors, there have been very few who haven't succumbed to shredded newspaper. Cats are inherently clean and most litter problems result from owners being too lazy to change the litter tray. hope this helps.
