we have a 14 month old westie bitch. we got her when she was 9 months old and was told by the owner she had a season but she couldn't remember when. she has not yet had a season with us. could it be that the owner lied and she may never have a season

Following that, they should experience estrus at around 6 month intervals. Having said that, the times for both can vary greatly, but our experience here in the U.S. pretty much follows the pattern described...
Usually the first season can be any time between 6 months and a year, and approximately every six months after that, but each season can be different, and each bitch can be different. Of course she may never have had one yet, but I don't know why you think the owner might lie. It doesn't matter when they have them, and some bitches are only yearly.
