Yorkie terrier, going senile?

We've had our yorkie terrier for 14 years. He was the runt of the pack, wasn't expected to live for 6 years. He's also now deaf. He's now started doing very strange things. He does this thing with his head, almost like a twitch, where he'll look up, then as soon as he pulls his head down again, he seems to have to do it again for no reason at all. He's also wandering around and whining for no reason at all. He'll whine at his bowl for food, but there's food in there.

But, sometimes he'll be fine, other times he just does really out of character and strange things, usually when I'm the only one to witness it, unfortunately for me. Still, he's been fine his whole life, but in the past few months, there does seem to be something going on, and I don't know what it is. Anyone had any similar experiences?

yes dogs do go senile, but it could be other things...a checkup at he vet might be a good idea.
Could be an inner ear infection or he may have ricked his neck. Could even be a bad tooth. Get him checked by the vet.
