Why did harness change from brown to white in 1953

Guide dogs in training supposedly wear brown, trained dogs wear white, or white and yellow. But I often see guide dogs in training wearing white harnesses - so they don't seem to be sticking to the rule. White and red signifies deafness as well as sight deficiency.
