well they might say they are but they obviously aren't or they wouldn't carry in doing it,

Scoop it up and return it to the owners doorstep!! Worked for me ☺
How's it getting in?
You could put a big sign up saying

"Danger- weed killer applied - please keep all pets and chidren off this lawn for their own safety"

The dog (probably) can't read it ... but the idiot owners might
Talk to your neighbour? if its the front garden then the dog shouldn't be out there on its own, if its the back garden then the dog shouldn't be staying.

My lawn is open plan like all the others. The neighbors just open their door in the morning and let the thing out.I've spoken to them about this and are always very sorry.

''I've spoken to them about this and are always very sorry''

But not sorry enough to pick it up themselves or let the dog out in to their own back garden? Personally I'd go with SlackAlices's suggestion.
id bag it and return it too.

Incidentally, how dangerous is that? Im assuming then if your gardens aren't fenced off then neither is the road or street you live on?
sprinkle curry powder/garlic powder/chilli powder on the poo, and leave it for the dog to smell next time he visits, !
I'd speak to them again. This isn't just discourteous but is now an offence with a fine.

Thanks for all your suggestions.
Is this the front or back garden?
I used to have this problem with a neighbour's dog, just used to pick it up on a shovel and put it outside their house. Did this a few times, then it stopped.
the local landlord used to let his dogs out every morning then denied it was his dogs leaving deposits everywhere (open plan ). A carrier bag load of poo emptied in the lounge bar carpet on a busy saturday night soon stopped the problem.
I agree. As you have already spoken to the owner, a shovel to dump it on their doorstep should get an reaction.

You need to report it to the enforcement officer of your council there is
a fine of £85 for fouling other people's propety, also told that they need
to clean it up so next time go to the neighbour and get them to clear it up or
get a fence put up like others say stick it in front of their door. Good luck
