we are getting attacked by a seagul when we leave the house. It chick is strolling up and down our street. Obviously its trying to protect its chick. When I say chick its about the size of a pigeon.

Ring the bird's neck.

Whilst I can't stand seagulls, I really wouldn't advocate ringing one's neck as it is illegal!

Call your local council. Gulls are such a pest, and very aggressive when it comes to their young or your food!
Environmental health?

I have rang the council and they suggested ringing the rspca rang them and there is nothing that they can do ill try environmental health. The seagull is sitting on the roof of my car now!!
go out and remove the chick and put it in an open area, is there a field, park, carpark nearby? then the gull will follow the chick. wear a hat and gloves !

Get one of those kids waterpistols (the larger ones) and give it a good squirting when it comes near you, should do the trick.

Surely someone around your location with a helmet will have a go at following woofgang's advice. It seem the best solution.
