Herd Or Flock Of Goats?

We went to the "Welsh Government Office" yesterday to register our herd of "1" goat and to get a holding number so we can actually receive our new pygmy goat on to our land. The guy responsible for such affairs insists that it is a "flock" of goats and not a herd and all the paperwork refers to a flock of goats.
Maybe its a Welsh thing?

ratter, why does it not have an eartag? Your new pygmy goat would not be able to leave the original holding without one and its up to the original owner to provide this, not the person buying the animal. All goats and sheep must have at least one ear tag showing the flock number it was born into ( sometimes called a slaughter tag) before the age of 6 months or two ear tags (flock number and animal number) if you are going to breed from them. I do 'The Books' for a few local farmers and believe me you have no idea how much paperwork is involved.
