my neighbour never walks their dog - who do I report them to?

i havent been able to walk my dog for a wile as he has a porley foot and could pick up infections (also as advised by the vet not to walk him). I personally would hate to think my neighbours would report me for that.

Prehaps dog could have a medical condition. You never know.

Looking at it from another point, its nice to know that there are people out there who do concern themselves with animal welfare. I often watch miami animal police and am very saddened by that program, although more often then not it is a happy ending.,

Good to see there are some people in this world who don't just walk on the other side of the road. I'm glad there are people who care enough to even think about asking the  question. I bet all you sneerers don't give a ***** about your fellow animals let alone other people. What have you done for someone else today?

All dogs need exercise, at least 40 minutes a day and this does not depend on the breed. Anyone who has said on these answers that their dog is happy with little excercise knows nothing about responsible dog ownership, the unfortunate thing is if the dog is not being abused and has food and water the RSPCA can do nothing to help the dog. Labradors are classed as a working breed and need exercise to stimulate them, running around in the back yard is not excercise for a dog they need all sorts of other stimulation chances are though this Labrador will start to suffer, they are very prone to arthritis which can start from a very young age and can be exacerbated by a lack of exercise keep an eye on this dog chances ate if they don't walk it it will become badly behaved and they will get rid of it.
