It's adorable. Where did you find the picture - it might be easier to find out that way.

I think, as the others have said, that it is a cross-breed (aka a Mutt or Mongrel).
I think he/she is absolutely lovely, he can come & live with me anytime.

Probably a labradoodle - But, the face is very 'Bearded Collie' so could be a cross of that.
Yes they did use to call them mongrels before people started calling them stupid names and charging a fortune for them, conning people into thinking they were a new 'designer' breed and were hypoallergenic and did not moult and were healthier than purebred dogs. It was a trend started by an Australian man who bred dogs for Guide Dogs and crossed a poodle with a Labrador. He now regrets having done this and starting the trend. There are now many of these designer crosses in rescues, and people have realised they are not healthier, they do moult and they are not necessarily good for people with allergies! Apart from being hyper active if they are crossed with very high drive breeds. Trouble is you don't know what you are getting in terms of size, coat, attitude until they grow up and often its not what the buyer was expecting.
It could be a Poodle x Labrador x Cocker Spaniel. Either way it isn't crossed with just one breed.
