Hi, firstly I'd like to say thank you for the letter.
Over feeding can be a lot of things but give the fact I know what type of owner you are and the breed of dog this is my theory...
He could be eating because he enjoys the food or it could be because he's getting older. I've noticed that our old residents seem to always been grazing.

Bakers is one of the worst foods you can give any dog. He is no doubt eating more because he is not getting enough goodness from it. Try a better quality extruded (pellet) type food if you are feeding dry. Bakers is also full of E numbers and is the equivalent of giving kids orange juice. Give him a set amount each day and only increase it if he is losing weight.
Just google Bakers dog food to see why!
