Unless I knew the approaching dog and owner I always called Max in and put him on the lead even though I knew how he'd react it was the actions of the strange dog that worried me.
If the other dog owner has their dog on the lead, then yes - I clip my dog's lead on out of courtesy - the last thing they want is my dog trying to play with theirs and getting their lead all tangled. Or their dog might be on the lead as it doesn't like other dogs. It's just common sense.
If both dogs are off the lead, then no, I let mine stay off the lead and play - 9 .9 times out of 10 the other dog will be fine if it's off the lead (one would hope aggressive dogs are kept on the lead or muzzled as sensible owners normally do)

Just had a heartstopping moment there two dogs off lead and Ruby off of hers! Biiig park only one exit- they gave chase and she RAN! She always comes back when i shout usually (pocket full of nibbles!!!) and she ran out the park!
Heres me running like a maddy- other owner not too fussed. Found my wee baby on my doorstep! Cant believe it!!! Other dog had ran out infront of a car and the owner ddnt seem fussed? I saw the lady hobblinh a bit. Think she hurt her back in the passenger seat.
Other lady continued her walk with two dogs off lead... Who clearly arent so sociable!!!!!!!

Three greyhounds were there prior off a lead same as my dog- no problems all friendly.

My dog isn't interested in other dogs, normally he is off lead unless we are near a busy road or I see children, ( he doesn't mind them, but some kids are scared of dogs), if I see another dog on a lead and owner looks like they would rather mine was on one then I do so.
I visit my Daughter regularly. She lives near the Water of Leith and we general walk there most days. 99 percent of the dogs are off their leads(and there loads of em)...I'm not good with dogs and it's not a good experience for me :o(
Though I say it myself Max was a very well behaved old boy and mixed well with other dogs and people but I usually had him on the lead (local bye-laws) and also because he was a big dog and I'd imagine it would be quite scary to see a huge hairy GSD galloping along a path towards you.
