The maximum sentence for animal cruelty is currently 6 months imprisonment but the court must take into account factors which don't always get into the press, so it's possible that the maximum available sentence was passed in that case.
The Government has already announced that the maximum penalty will increase to 5 years

Ive worked for the RSPCA, they get a bad press at times but it all comes down to money/funding.
