How old is he and how long has he been doing this?
You should try to distract him before he can react.
Its flight or fight reaction, try distraction or tell the other dog off sounds daft but your dog will think you are protecting him.
get some behavioural (not training) help. the more he does it the worse it will get so I suggest you walk him in quiet areas/times while you are getting it sorted.

He's 19 months If a dog comes toward him he backs off, but if they are on a lead and walk by he barks, could it be small dog syndrome
the problem is that at one end of a lead is an untrained thing
and it doesnt have a tail

Good shout Cinders.
your dog is warning other dogs to keep off his territory = you!
Woofy whilst I usually agree with your advice regarding animals you are contradicting what I was told when consulting a dog psychologist about this behaviour from my own dog. She said the worst thing you can do, and so many people do it, is to take your dog away from other dogs. You should do the opposite and take them where there are plenty of other dogs or they will never get used to not reacting. Fruitsalad's dog is exhibiting fear aggression, ie yap yap bark bark clear off please. You won't stop him over night and you will have to be persistent. It is not dominance aggression or he would go in for the kill, climbing on top of the other dog to show who is boss and possibly actually biting if resisted.
You must distract him before he reacts by giving a small treat in the beginning, then after a while calling him back and making a fuss as an alternative to treats etc.

This link might help, the first bit anyway.

LB you start by avoiding dogs as much as you can. Fear sticks and stacks so you need to give the dog a chance to become calm and unstressed...then you gradually increase the dogs exposure to other dogs, at first for short periods and at a distance, rewarding calm behaviour. As the dog becomes more confident, you spend longer time closer to other dogs allowing your dog to become more confident with closer meetings. Forcing the dog to be where it doesn't want to be is called flooding. https://positively.com/dog-training/positive-training/victoria-stilwell-articles/flooding/
I am passing on the advice of a Dog Psychologist specialising in Fear Aggression (also has a degree in human psychology) given to me when she came to assess my dog and you are telling me she is wrong.
So Wolfgang, I shall step away from this thread as we are probably confusing the OP which is the last thing I want to do.
Puppy socialising classes are very beneficial but it might be a bit late now.
