A man with a very large Rottweiler off its lead was walking toward me and my friend , the dog came bounding towards us and I said” shouldn’t your dog be on a lead’ ,the man became very abusive and at one point I thought he was going to hit me, he was screaming in my face how ‘soft as ?? his dog was

Dogs are territorial & as the owner is their territory some do attack others nearby. In public dogs should be on leads!

It is frightening when a large dog comes bounding up to you and, yes, he should have had more control over it. I suspect he allows his dog to run up to people because 'He only wants to play.'
You were right to speak to him and it's a pity you got such a thuggish response.

ARE there any laws regarding dogs on leads? Or does it vary from place to place?
I'll admit to being nervous if I see unfamiliar large dogs bounding around. But if it's in the park, it may be the only place a dog can be off lead and play. We need dog parks like they have in the States...areas set aside specifically to exercise dogs.
