Doberman Pinscher

Does anyone know why my 8 month old Doberman is so timid? He is crazy around people he knows and with anyone who sets foot in the house (he'll jump on them, bark etc), but when I take him out for walks, if anyone tries to touch him he runs a mile. If he's on a lead he wil tug until he hurts himself - just to get away. To make matters worse we cannot walk him near other dogs (although we are still trying) as he barks and gets aggressive. But if they come closer, he's off! He is well looked and comes from a good breeder.
