Do you mean wandering as in wandering by itself or walking with you?
As mentioned before as long as there is some ID on it and you're walking with the dog I don't think you HAVE to have a collar on it
Under the Control of Dogs Order 1992, all dogs must wear a collar and identity tag in a public place. The tag must show the owner�s name and address. The Council�s dog wardens enforce this law and fines of up to �5000 can be given by the Courts for an offence.
It is an offence to let your dog foul the footpath next to any public roads. You can be fined up to �1000. If you dog fouls in a park or an open space, you must use a poop-scoop.
There are three main points to this bye-law.
* You must not let your dog on any of the playing fields, playgrounds, gardens and drying areas (where washing is aired).
* Dogs are allowed on paths and footpaths, parking spaces, estate roads and other hard surfaces as long as you keep them on a lead and do not let them in to the dog ban areas.
* You must not let your dog foul on any part of the estate. You can be fined up to �500 for each offence.
Obviously dogs are not allowed to 'wander'. Dogs should be kept on a lead, wear a collar with id tag, and not foul.
Report it to your local council.
Just as an extra to this - you shouldn't have the dogs name on the collar, as people who know what they are doing can steal your dog by using it's name, even if it won't come back to you when you call it!
It's also handy to have your vets number on the collar. I found an old staff wandering around a couple of months ago, couldn't get an answer from the phone number on the collar, but she also had the vets number, and they knew who she was and took her until they could get through to the owner themselves.
It's also handy in case your dog gets hurt while it's out and about (I'm not saying dogs should be out and about on their own, but if they get out of your house, or get lost while off lead), then people can take them to your own vets.
Dogs must wear a collar with identification when out in public. Ironically, even if they are microchipped or tattooed they have to wear a collar, and often have a disc on saying they have been microchipped.
Also dogs should not be allowed to wander on their own, they are in danger themselves and can be a danger to others, and can frighten people who are scared of dogs, the result of which is that they can be put down as being a dangerous dog, even if people only THINK they are going to bite them.
Contact your local dog warden or environmental health officer and report the owner. The police will not want to know.

1) give the dog a bar of ex-lax chocolate.by the time it gets home it should take effect.
2) stick a collar of wool or cotton thread round it's neck if possible with a note informing the owners that you'll call the dog warden if they don't control it.don't put your name & address on it. you don't know who/what owns it.
3)if they don't sort it out call the council and say the dog growled at you they will deal with it straight away.
4)try feeding it and making pals with it so you don't feel intimidated by it. most dogs are very friendly animals and enjoy having a fuss made of them.
I'm sure it was suggested in jest, but please don't give dogs that roam ex-lax chocolate.
Human chocolate is toxic to dogs, and so yes, it will have worked by the time the dogs has got home, but it will be seriously ill.
It's not the dogs fault it's let out to roam, and you don't have to take it out on the animal.
I know that most of you will be aware of this, and that everyone knows markja was joking (I hope!!), but TV programmes carry a "don't try this at home" message when they really don't need to, so I thought I'd put one on here!!
