Dogs with rash

My mum has two dogs and every time she takes them out to the beach or some people's houses they keep getting a rash on their stomach. The vet says it is not an allergy, but what else could it be?

Try and get a second opinion from another vet. Seems like nobody on this site has the same problem with their dogs.
