Attacked, Now aggressive

We've adopted a five year old JR who was viciously attacked by another family dog. Since having her in our home, she's been attacked on leash' and has now become very aggressive toward all dogs. I'm afraid to open the door when people have their dogs with themfor fear I'll have a lawsuit on my hands. How can I retrain her that this isn't acceptable without having to pick her up constantly to prevent a disaster?
