(Our cats have helped us to make friends, or at least peace, with neighbours we didn't get on with)! Talk to them about the cat's behaviour. As to what the problem is for the cat - if he's hvaing trouble beathing he may be lashing out in frustration. Sounds like a trip to the vets is in order. Good luck!
this isn't sez b its doodle bug but it wont let me type an answer back to you mike the owners are not responsible they dont look after him and lock him out at night for us to find a cold wet cat sitting in our shed the nexrt morning(its Leaky). They both work shifts so we dont know when to get them hes allso lost alot of body condition. He isn't lashing out in frustration its more kitten like im worried hes got senial dimentier like our had before she died but they wont listen at all should i report them to the RSPCA? if they dont listen?
sez b/ doodlebug - you should absolutely report the cat's condition to the RSPCA if you think the owners are mistreating it... and by the sound of it they are. Cats are fine outdoors - that's only natural - but they do deserve warmth and shelter and medical attention if required. I'm sure your call to the RSPCA would be anonymous if you don't want to cause an extra fuss with your neighbours: they don't sound too nice.
