Changing litter location

Our cats can use the litter tray inside the house, how ever i would now like them to go outside to use the tray. One of the cats has adapeted to the change, but the other uses the spot where the litter tray was despite the fact that she knows where the litter tray is and the area is disinfected every time. how can we get the cat to go out side as well?
