I would suggest you use a a strong type of wire mesh on the front. A friend of mine lost a rabbit, when a fox made easy work of tearing off the standard type of wire netting.

my rabbit cage is 2 feet off the ground as we get a lot of foxes and rats where i live so i think the higher the better. also easier for cleaning out and murphy (rabbits name!) loves clambering up and down the ramp to get in and out when we see to him every day.
It was very nice of your husband to make a rabbit hutch but do remember rats chew through anything and climb, If it was me i would either try to get rid of the rats (kindley) or buy a secure metal hutch from a pet store.
You'll never stop rats climbing up, no matter how hight it is
Rats and foxes can climb. So can stoats (and feral mink), which love rabbits.

It is highly unlikely that a rat is going to harm your rabbit, it will take baby rabbits though, it is just after the food, if you were to take special care not to leave any food on the ground around the cage, and raise the cage up a couple of feet on round steel legs (not so easy to climb unless the legs are old and rusty) to deter the rats, you should be OK.

You could even buy a plastic rat bait station (about 15) specially designed to put rat poison in and keep everything but the rats out, and place it under the rabbit cage.
