Unwanted Barking?!!

My parents live next door to a couple who have 3 dogs who bark all day, is there a contraption you can buy which lets out a high pitched squeel only dogs can hear & quieten's them down?

The straight answer is, no, there isn't. Dogs only bark for a reason - they could be bored or they could be being wound up by other neighbours. Have your parents politely mentioned the problem to their neighbours? It could be that they are unaware of the problem and will be mortified to discover that their dogs are being a nuisance. Do the dogs only bark when the owners are out?

My parents live & work in Spain, my Dad is a builder & the next door neighbour is a Spanish Archietect & planner!! so my Dad doesn't want to cause trouble, I think the dogs are left out when the owners aren't there.
My grandad used to work for the council and he has one of these whistles incase he needed them when visiting people and they work because we tested it on our dog. He did tell me you couldn't get them unless you were in a particular job where you were given them.I'm not even sure if you can get them anymore could be wrong though :)
The only cures are Ear-plugs or reporting your neighbours.....
I have an "Ultrasonic Dogtrainer", made in Taiwan. I used it to train my own dogs and have used it on neighbours dogs and lent it to friends. Another effective way is to bang on the fence loudly every time they bark. Also tried the collars that spray the dogs whenever they bark, but that did not work. NEVER squirt them or throw water on them, they will hate you and await their opportunity for revenge.
I had this problem at one time and my neighbour discovered that the dog didn't bark if he left the radio on when he was out. It seems that the radio was company for the dog and made him feel not so alone. Aaaah.
The OWNER of the dog lives in the apartment below me. His answer is "The management knew I had a dog when I signed the lease." As if that is permission! The people below him (this is a three story complex) have complained, as well as the lady in the adjacent apartment. She feels sorry because he lost his job etc. What crap. So far, Animal Control (this is Florida) has not responded. ASPCA has not responded. How about the idea of doing something really disgusting to drive the dog insane and foaming at the mouth? Say like going to a dog pound and "buying" urine to spray on the door and the back balcony? Would that work?
