Why does cat push with his paws?

When my cat is sleepy and i stroke him on his tummy, why does he push my finger with his paw and hold it there??

Most cats do not like their tummys being touched and will push you hand / finger away.

You are right Mr T, my cat is not a lap cat and is very independent .... while I am asking cat questions, perhaps someone could tell me how to stop him biting and scratching people when he plays ?? It draws blood !! Here he is:
