Is an owner legally responsible for a cat leaving faeces in a neighbour's garden

Apparently cat owners are not legally responsible but in my opinion they are morally responsible for ensuring their pets do not leave their mess in neighbour's gardens. After all you would not like your neighbour's dog to do leave his calling card in your garden.

Neighbours' cats do leave their 'calling card ' in my garden - unpleasant, true - but I have always assumed that this was an unavoidable inconvenience if you live in an area where there are a numberof cats.
However, a neighbour is now complaining that my cat does the same in his garden and threatens to 'do something about it'. I keep my cat indoors at night, and have an indoor cat litter tray, but don't really have control over its movements (in any respect) during the day. Would like to ascertain legal responsibility and/or advice.
