black and white duck

there is a small duck that is these colours, that has very distinct eyes what is it

likely a tufted duck- the drake is black and white with a distinctive yellow eye. Female is all brown.

the only other black and white in the UK is the Muscovy- tends to be a domestic and bigger than your average mallard- has red wattles around the eye. So based on size would still go for the Tufted
