Does Pet Insurance Cover

The cost of a pet ambulance if the pet is not injured? If that makes sense! I friend of mine told my other half the other day, her cat had gone missing, and had been reported to the vets as being hit by a car.
She went to collect the cat who was fine luckily once it had recovered from the shock, but she has now been left for a �300 bill for the animal ambulance that found the pet and took it into the vets.
There is no way she can afford that, and my bf said to her that I knew of an organisation that may be able to help. He was meaning the Cats Protection League as he knew of them helping people to pay for pets being nuetered. Would they be able to help in this case? Or has any one got any ideas of how she can get help to afford to pay the bill? Ta
